Clinician Quality Index (CQI)

United Behavioral Health (UBH) is pleased to introduce the Clinician Quality Index (CQI). CQI will provide clinicians with information about their performance on a number of clinical and administrative metrics. This initiative answers the call for transparency in healthcare beginning with direct feedback to clinicians about outcomes, quality and efficiency.

UBH has mailed the initial CQI indices to clinicians in 6 pilot states (AZ, CO, GA, MA, OH and PA) who treated 15 or more UBH members during the data collection period (January 1 – December 31, 2006). PacifiCare Behavioral Health patient data is not included in this report. As the program is expanded, indices will be mailed at least annually. Plans for future enhancements include allowing clinicians to have access to their indices at this site.

CQI will report to clinicians the number of unique members they have seen in the data period. Information provided includes adherence to selected UBH Best Practice Guidelines, member feedback, treatment record, Site Audit data, the average number of visits (ANOV), and case-mix based on diagnosis. Participation in, and outcomes data derived from, the ALERT® program will also be monitored as that information becomes available.

In September 2007, UBH convened the initial meeting of our CQI Advisory Council. The council is comprised of external national experts representing clinicians, consumers, researchers, health plans and employer groups. The Council is charged with advising UBH on the operation and continuous improvement of CQI. They will review the validity of the metrics used in this index, nominate additional/alternative metrics, and carefully analyze clinician feedback regarding this initial baseline data included in the pilot.
